A Native of Cincinnati, Locke taught at the Art Students League in New York, 1924-36 and at the Broadmoor Academy (Colorado Springs Fine Arts Center) in the summer of 1936.
Locke was a member of the National Academy of Design, the Society of American Etchers, and the American Society of Painters, Sculptors and Gravers.
His work is in the permanent collection of a number of institutions including the Museum of Modern Art, the Whitney Museum of American Art, the Art Institute of Chicago, the New York Public Library, The Carnegie Institute and the British Museum in London.
